County attorneys in Minnesota are elected. That's right. You think this doesn't play into the calculus or whether they charge and pursue a case? This is the same for Minnesota Judges. You could argue they are simply politicians in black robes who act like they are above the fray. Are they? What we are really talking about is the fear of pandering and about trying to be popular so they can get reelected.
